Delinquency Fact #1
This part of the outer island, north, does not exist. It is here, no doubt, I am here, no doubt, but ‘the world’ says it is not, and therefore I am not. Here, that is. You can tell it is here, really here, in two ways. First, look at a map of the world (unreliable way); second, come here (a possible way, although hard to prove later and also ‘possibly collaterally damaging’, e.g. separate papers advisable, and don’t tell ‘some’ people (that you are coming, or that you have been)).

On the tv soldiers say they were "under fire". And a B52 came to bear. A wedding party was "taking place", say some. Weapons are fired in the air to celebrate such events. It seems a bit of upheavel, a noise, upon the nerves of the nervous ‘coalition force’ unnerved them enough to ‘respond’.

The making of a tactic (along the lines of Michel de Certeau)
We are at the table. Chinese restaurant. And the food is slow to come. Three hours pass. We drink, and decide to form a band. Immediately named ‘BARF’ (Bitches And Rocker Friends). This is a very good idea. Rodney will be lead singer (as well as coach of the soccer team — just awarded a large trophy for being ‘the best and fairest’ team in the competition), Susannah will play cello, Lorraina will play piano, S.F. (mentioned in Spatial Report 2) will play saxophone ("in the same way Sid Vicious played guitar"; and her knowledge of Bruce Springsteen is awesome), Johann will play nose flute (although he is still deciding), Muge will ‘introduce’ Chinese Opera songs at ‘artefactual’ moments, Anber will drum, perform, and design costumes, Bob will oversee (with an eye on protocol), Uwe has a fine knowledge of the original lyrics of Bertolt Brecht (an important influence on the band’s philosophy) and will advise accordingly, your Archivist (LMW) will play button-accordian.

Finally everyone else leaves the restaurant. And the food comes. There had been a lot of drumming with chopsticks, eg. what’s this tune. Abba got a fair airing, as did the Bee Gees.

Background to tactic
That this place does not exist is about as delinquent as you can get. ‘The World’ has taken on a story (and there are a million reports/stories on this story): space has vanished, got lost, gone astray, taken leave, been abandoned, gone to the dogs, disappeared. And a place appears over and over exactly where it disappeared. Amazing. The day dawns, sun shines, blue sky, thick heat falls relentless.
